Yes , it is possible to get a taxi at the airport(Chendde).because, drivers here work overnight. I will recommend the Weiliduode Hotel (Chengde)，It is located opposite Twin Pagoda Hill (Shuangtashan) and about 20-minute drive from the Imperial Summer Villa and Eight Outer Temples.
