Lanzhou Airport Transportation:
For passengers to and from Lanzhou Zhongchuan Airport, both shuttle buses and taxis are available. At present, there is one shuttle bus line between Lanzhou Zhongchuan Airport and Lanzhou downtown city.

Lanzhou Airport Bus: It usually takes about an hour for the airport shuttle bus to get to Lanzhou Eastern Hotel in Tianshui Lu. The cost is 30 Yuan per person

Is it safe to take a taxi at Lanzhou Airport? I am arriving in late evening and it is my first time in Lanzhou.

I think it is safe to take a taxi at the airport, if your flight is late night. but you still do not feel safe , you can stay at the terminal.
